Bike-sharing and ride-hailing have obvious parallels: Fighting local regulatory battles and coming up against an entrenched incumbent while trying to transform the way people travel.

That has led to a sharing of top talent between the two industries. The top ranks at most of the bike-sharing companies are littered with Uber and Lyft alumni, and now Jump, which has a partnership with Uber, is bringing on Aaron Schildkrout, Uber’s former head of driver product, to help advise the company as an independent board director.

Jump already has at least three former Uber employees in its management ranks, including COO Kenny Tsai, who was previously the general manager of Uber Freight.

Former Uber execs have gone on to found bike- or scooter-sharing startups, such as Travis VanderZanden, who started scooter sharing company Bird. There is also Davis Wang, the CEO of dockless bike-sharing company Mobike, and Chris Taylor, an executive at Chinese bike share company Ofo.

Schildkrout, who first came into contact with the Jump team at Uber while members of his team negotiated the partnership, is joining its five-member board, which includes Jump CEO Ryan Rzepecki and Menlo Ventures partner Shawn Carolan, who led his firm’s investment in Uber.

For Jump, Schildkrout brings a number of things to the table: In addition to his network and connections with Uber, Schildkrout has critical experience to lend from heading up the data science team and then the growth team, followed by leading the teams that managed the rider and then driver apps and services at Uber.

“While I was at Uber, I observed — up close — the incredible power of the product-market fit achieved by ride-sharing,” Schildkrout told Recode. “Jump’s dockless e-bike feels very reminiscent of that, only we’re still in inning one or two.”

Dockless bike- and scooter-sharing companies have seen intense momentum in the last 18 months, with investors pouring funds into the space. Ofo closed an $ 866 million funding round earlier this week; it has now raised a total of $ 2.2 billion. Bird closed a $ 100 million round weeks after the company closed its initial $ 15 million series A round.

Dockless bike and scooter sharing is a highly capital-intensive industry — given the costs of operating a fleet of bikes. That is compounded by the addition of e-bikes and scooters. That’s why Jump is in the middle of raising a growth round.

In January, the company was the only dockless bike service to receive a permit to operate in San Francisco. In February, the first full month of operation, Jump says the company saw around four trips for each of its 250 bikes a day at an average distance of 2.6 miles per trip.

Jump, previously called Social Bikes, only recently began operating its own fleet of dockless bikes. Prior to that it sold dockless bikes to a variety of clients like small fleet operators in more than 40 markets.

While Rzepecki said it was harder to raise funds as the company was repositioning from an equipment seller to a fleet operator, Jump’s years of experience working with local governments has been a clear advantage as the company scales.

Some of its competitors have rolled out its services in major markets as well as smaller towns and college campuses. Rzepecki said he doesn’t believe the latter two will be sustainable because the utlization rates won’t be high enough. That’s why Jump has its eye primarily on major markets both here and in Europe.

The company’s ambitions will certainly require a great deal of capital. But as investors place their bets on bike- or scooter-sharing companies, there will likely be consolidation among those that are struggling to attract funding.

Antibiotic Resistance Has Made Another Dangerous “Jump” Between Species

Scientists are warning that the antibiotic resistance army has been joined by a new powerful enemy. For the first time, a team of researchers discovered that the gene responsible for drug resistance has spread to the bacteria Shigella flexneri, a main cause of potentially fatal diarrhea around the world.

In 2015, researchers discovered that the mcr-1 gene, which confers resistance to a “last resort” antibiotic called colistin, was spreading among pigs in Chinese farms via the gut bacteria Escherichia coli. Similar signs of resistance also emerged in farms in Denmark, France, the Netherlands and Thailand. For decades, antibiotics have been widely used in farming because they lessen disease risk, boosting animal growth and maximizing profits. Yet this practice has also made an increasing number of bacterial strains resistant to the agents designed to kill them off.

The latest research, published in the journal Applied and Environmental Microbiology, screened a sample of more than 2000 bacteria taken from animal feces on a farm, from patients, and from the environment in China. The team identified the mcr-1 gene on a transferable plasmid, a genetic element that can jump between bacterial species, carrying drug resistance with them — in this case, from S. flexneri to E. coli and potentially other bacterial strains too.

Already, the world is running out of effective antibiotics. Infections that were easily treatable just a few years ago might soon become deadly again, rolling back decades of medical progress and costing the lives of millions, particularly in developing countries.

To make things worse, developing new antibiotics is not a profitable business for pharma companies. The research pipeline is long and the final product is cheap and short-lived, as new antibiotics quickly become obsolete.

Pneumonia and tuberculosis are already spreading in a drug resistant form. Now diarrheal disease could add to the threat.

“This is concerning, as S. flexneri is the main cause of Shigella infections in low and middle income countries,” said coauthor Adam P. Roberts, a lecturer in Antimicrobial Chemotherapy and Resistance with the Liverpool School of Tropical Medicine, in a statement. Like drug-resistant tuberculosis, diarrhea caused by Shigella infections hits the developing world the most; annually, these infections already cause an estimated 1.1 million deaths, primarily in developing countries. Even so, antibiotic resistance can spread fast across the globe, including into wealthy countries like the United States.

“In order to try and control antimicrobial resistance, we need to understand the epidemiology of the resistance genes and how they move around,” Roberts said in the statement. “This work is part of that overall effort. Now that we know mcr-1 is functional and can transfer in Shigella we can monitor this situation to see if Shigella is responsible for transfer of this gene to other species.”

The study will help researchers understand new patterns of antibiotic resistance. But without developing new, more effective medicine, doctors won’t be able to stave off one of the biggest threats to public health of our time.

Austin tech workers saw the biggest jump in salary last year

Austin tech workers made $ 202,000 on average, adjusted for cost of living, the highest in the U.S.

Tech workers in Austin saw the sharpest salary increases, making 7 percent more on average last year than they did the year before, according to new data released today by Hired, a job search marketplace, in their annual State of Global Salaries report.

Workers in Los Angeles and Washington D.C., were close behind Austin, making 6 percent more year-on-year, while workers in San Francisco saw a 5 percent increase.

Based on gross pay, tech workers on average made the most in San Francisco ($ 142,000), followed by Seattle ($ 132,000), New York ($ 129,000) and Los Angeles ($ 129,000). But with cost of living adjustments, Austin tech workers made the most at $ 202,000 per year, followed by Los Angeles and Seattle, both at $ 182,000.

“A couple of things are happening in Austin, a low cost of living, no income tax, and you already had a tech ecosystem there” said Hired CEO Mehul Patel. All these things he said, are leading to companies like Facebook, Google, and Dropbox investing more in the area and lifting average pay for tech workers.

The report measured pay in 13 different cities and pulled data from 69,000 job seekers on the Hired platform applying for tech worker roles, defined as software engineers, designers, product managers, and data analyst positions.

Uber’s partnership with Jump could put the future of station-less bikes in San Francisco at risk

Uber users will be able to book a Jump bike from the Uber app.

Dockless bike-sharing company Jump just became the first U.S.-based company to work with a ride-hail app. Soon, San Franciscans will be able to locate the nearest Jump bike straight from the Uber app making it easier to plan out the first and last mile of trips.

However, the splashy announcement could put pressure on a pilot program that is stretched thin by design. Jump, which received its permit to operate an 18-month pilot in San Francisco in January, can only provide 250 of its station-less bikes in the city.

Opening up those 250 bikes to Uber users in the city, in addition to the customers separately using the Jump app, would exacerbate demand in a city with more than 850,000 residents. The partnership might undercut the viability of this new form of bike-sharing.

Both regulators and stakeholders worry a poorly executed pilot program could perpetuate concerns that bike-sharing is inherently inequitable and does not increase access to reliable and affordable transportation options.

Nine months into the pilot, the San Francisco Municipal Transportation Authority is expected to evaluate Jump’s performance to determine if it should be allowed to increase its number of bikes to 500.

While Jump is limiting availability to Uber users, successfully and equitably meeting demand with just 250 bikes can become a near impossible balancing act. Jump spokesperson Rikin Diwan acknowledged the precarious situation the company was in but said they were confident they could prove there was demand for a service like theirs that could be executed responsibly.

Additionally, Jump is the only dockless bike provider that has been granted a permit by the San Francisco Municipal Transportation Authority and can only operate e-bikes — a stipulation that came out of a settlement with incumbent stationary bike-share service Ford GoBike. The network, which is run and operated by New York-based company Motivate, is sponsored by Ford.

Motivate, which also operates Citibike in New York City, struck a 10-year contract to be the sole bike-share provider in San Francisco in 2015. As part of its settlement with the SFMTA, Motivate agreed to an exception to its exclusivity so long as the new entrant did not directly compete with its service. In this case, that means Jump can only operate e-bikes in the city.

Through the pilot, the SFMTA intends to evaluate the efficacy and merits of starting a dock-less bike-sharing program. However, competing companies LimeBike and Ofo as well as some city supervisors including Malia Cohen of San Francisco’s 10th district and Ahsha Safai of the 11th district have questioned whether this pilot could in fact hurt the industry.

Representatives from these companies argue the limited pilot could perpetuate the perception that bike-sharing is often inequitable and only services upscale neighborhoods and would not provide sufficient data to evaluate whether this new form of bike-sharing would work in San Francisco.

“Because of the design of the [Ford GoBike] bike-share rollout program in my district and other communities in what some consider to be the outskirts of San Francisco, we won’t get bike stations until the fall of this year,” Supervisor Cohen said at a hearing on Monday. “Despite the program beginning in June of 2017.”

Cohen specifically questioned the logic behind only accepting a single provider saying that the primary benefit of bike-sharing of opening up access to affordable transportation would not be realized this way.

“Historically there has been an unquantifiable disinvestment in transportation access,” she continued. “It’s for this reason I see bike-share as the next best thing.”

Furthermore, Supervisors Cohen and Safai questioned the process through which the SFMTA chose Jump in the first place. At the hearing, Safai called it indefensible and accused the SFMTA of trying to appease Motivate.

“It seems to me this was being driven by one branch of government to appease a contract that was designed before i was even on this board,” he said. “You know what, Jump might be the right company…but the process by which you got to this point does not seem defensible in any way.”

“You have an exclusive agreement with one company that you want to avoid litigation with,” he continued. “So maybe you need to litigate that and maybe we need to have more competition and more choice for the general public.”

Both LimeBike and Ofo are calling for the agency to re-open the application process with more transparency. In letters to the agency, the companies claim they were blind-sided by the decision — sent out overnight — to award a single company with a permit.

“The SFMTA can exercise its discretion as to the number of permits it issues,” SFMTA spokesperson Paul Rose told Recode.

Furthermore, Rose said all parties were given the same information at the same time and Jump was the only company to send in a complete permit application and meet all of their requirements.

Specifically, the agency is claiming LimeBike — which sent in an application along with Spin — did not meet the data-sharing requirements the city had laid out for the pilot program.

The SFMTA asked these companies to provide real-time location information for all of the bikes in their fleet.

However, LimeBike contends they did meet that requirement but also expressed their concerns with this process of data-sharing.

The LimeBike application reads:

“Most importantly, we believe this exposes the citizens of San Francisco (and the City & County of San Francisco) to unnecessary risks. With current technology, someone with the right skills can identify a person with as little as four location data points, even with the data otherwise anonymized, so sharing that data openly will pose significant privacy and security concerns.”

For now, the companies have been effectively banned from operating in San Francisco for the duration of this pilot, straining a relationship that will be integral to the proliferation of station-less bike-sharing in the city.
